SC Issues Circular to Curb Stray Dog Risk

The circular issued by the Supreme Court is an immediate, practical hygiene-and-safety measure for people on the court premises: because an increased number of stray dogs have been seen roaming corridors and entering lifts, the Court has instructed that all leftover food be thrown only into properly covered dustbins and never into open or uncovered containers or spaces.

The stated purpose is twofold: first, to stop food from attracting animals, thereby reducing scavenging, and another, to minimise the risk of dog bites while maintaining cleanliness.

This administrative direction complements a stronger judicial intervention announced a day earlier by a Division Bench of Justices JB Pardiwala and R. Mahadevan, which ordered the Delhi government, the MCD and the NDMC to remove stray dogs from all localities across Delhi and transfer them to shelters.

The Bench insisted there be no compromise in carrying out the exercise, warned of strict action (including contempt) against anyone or anybody that obstructs it, and gave the government an eight-week timeline to create the required shelter infrastructure. Those shelters must be staffed to carry out sterilisation and immunisation and placed under CCTV surveillance so that animals are not returned to the streets.
