The Kerala High Court has directed the State Police Chief to address the allegations of a police officer verbally abusing an advocate, emphasizing the importance of maintaining civility in policing functions. The incident reportedly occurred in the Palakkad district, where a police officer used abusive language against an individual, who was an advocate.
Justice Devan Ramachandran expressed concern over the officer’s behavior, stating it contradicts earlier court directives and a circular issued by the State Police Chief which emphasized the need for police officers to treat citizens with dignity and civility.
Justice Ramachandran highlighted the recurring instances of police misconduct despite previous court orders, stating, “This Court is not concerned about the disputes between the police officer and the Advocate – it could be in any realm… It is rather distressing that the imperative requirement of the police officers to act in a civilized manner toward the citizen requires to be stated and restated every now and then.”
The court deemed the situation unacceptable and expressed distress that such incidents persist. Emphasizing the implementation of directives, the court stated, “The State Police Chief must keep in mind that it is not sufficient that circulars are issued but that they are implemented in its letter and spirit through appropriate measures.”
Government pleader Advocate Sunil Kumar Kuriakose assured the court on (date)that the State Police Chief is actively investigating the matter. The court adjourned the case for ten days, requesting a comprehensive response from the State Police Chief. Additionally, considering the public concerns involved, the court scheduled an online interaction with the State Police Chief on January 18, 2024, to discuss future courses of action.
