Delhi CM Announces Hike in Law Researchers’ Pay Amid Pending High Court Case on Remuneration

On 4th August 2025, Chief Minister of Delhi Rekha Gupta announced that the remuneration for law researchers attached to Delhi High Court judges has been raised from ₹65,000 to ₹80,000, alongside a budget allocation of ₹540 crores for judicial accommodation and a decision that each judge will be provided four law researchers paid ₹80,000 each.

The announcement was made during the launch of several initiatives Delhi High Court Mobile App, e-HRMS Portal for Judicial Officers, an e-Office Pilot Project, onboarding of the MCD Appellate Tribunal/JJBs on e-Courts, and the Digital Preservation of Judicial Records at an event organized by the High Court’s Information Technology & Artificial Intelligence Committee and Accessibility Committee.

The matter is also pending before the High Court in Rushant Malhotra & Ors. v. Government of NCT of Delhi & Ors., before Justices Prathiba M. Singh and Rajneesh Kumar Gupta, where thirteen legal researchers, who served between 2018 and 2025, have sought enforcement of a 2023 decision granting an increase in their monthly remuneration.

At the last hearing on August 21, the Delhi Government informed the Court that the matter was with a competent authority and a positive decision would be taken within ten days; notably, in August 2023, the then Chief Justice had approved raising the remuneration from ₹65,000 to ₹80,000 effective October 1, 2022, and the Joint Registrar conveyed this to the government in September 2023, yet the decision remained pending for two years, prompting the researchers to approach the Court. The matter is next listed for 9th September.
